In Iowa, Obama toils while GOP roars, then departs

(AP) ? One presidential campaign claims an impressive effort in Iowa this year: eight offices opened, 350,000 phone calls to potential supporters and 1,280 events to recruit and train volunteers.

It's not Mitt Romney or Newt Gingrich or Ron Paul. It's Obama for America, the president's re-election campaign, which badly wants to win this battleground state in November, as it did in 2008.

"The Republicans are here today, gone tomorrow," said Obama volunteer Pat Walters, of Johnston, a suburb of Des Moines. "We've been doing this since 2009."

Next Tuesday's Republican caucus has dominated political conversations. Largely overlooked is that Obama is running unopposed in the Democratic caucus the same night.

It's a dramatically different scene from four years ago, when Obama set his course for the White House by beating John Edwards and Hillary Rodham Clinton after months of intense campaigning in Iowa.

Obama can coast as far as this year's nomination is concerned. But Iowa remains a general election swing state, and no one assumes his 9-point win here over John McCain in 2008 will give him a cushion next November.

Obama's campaign never entirely left Iowa or several other competitive states, where he hopes relentless organizing can overcome a weak economy and his mixed record of fulfilling campaign pledges in the face of strong GOP opposition in Congress. If thousands of volunteers flocked to Obama's 2008 campaign, this time he's having to work a bit harder to recruit and energize them.

"People say, 'The mood is different this time, it's not the same,'" said Peggy Whitworth, an Obama volunteer in Cedar Rapids. "Well of course it's not the same. But it's not about mood or feeling. It's about the future of the country."

Whitworth, 69, said she joins other Obama volunteers four hours every Tuesday night, and sometimes on other evenings as well, to telephone potential supporters. Many say they will vote for Obama again, she said, and some volunteer to help the campaign. But some are disappointed or angry that the president fell short on campaign promises such as ending the Bush-era tax cuts for the wealthy, and bringing a greater spirit of bipartisanship to Washington.

"Sometimes they simply want to have someone listen to them," Whitworth said. Most say they will stick with Obama after they've had a chance to vent their frustrations, she said.

Obama lacks some key advantages he enjoyed in 2008. They include a deeply unpopular GOP president who was largely blamed for a faltering economy, and a widespread excitement about Obama's precedent-breaking campaign built on "hope and change."

In exchange, of course, he has the power of the presidency and a well-oiled political organization that has been refining its practices for five years. Obama will raise many millions of dollars, although his eventual Republican opponent may do nearly as well.

Nowhere does Obama have a bigger base to build on than in Iowa, where he campaigned for months in 2007. Romney, Gingrich and other GOP contenders have not made comparable efforts, although they say the economy and other issues will make Obama's task much harder next year.

In activities that rarely compete with the hoopla of the GOP nominating contest, Obama's campaign has placed a handful of paid staffers in each of several key states. They try to leverage their clout by recruiting and training scores of volunteers. The volunteers, in turn, knock on doors, organize house parties and, above all, place phone calls to voters in hopes of identifying likely Obama supporters and tracking them through Election Day.

In a tortoise-versus-hare strategy, Obama supporters hope their steady chugging will build support precinct by precinct, town by town, while Republicans spend resources chasing the nomination for a few more weeks or months. The Republican candidates and their broadcast ads are flooding Iowa this week, but they will abruptly shift to New Hampshire on Jan. 4, the day after the caucuses.

Walters, a 60-year-old insurance executive, said he is a "neighborhood team leader" who helps organize house parties, phone banks and other activities. His chief recruiting tools, he said, involve reminding Iowans of Obama's accomplishments that include expanding medical benefits in the hard-won 2010 overhaul of the nation's health care system.

Walters said he hopes the week-by-week, month-by-month effort will build a strong ground operation to turn out Obama's voters next November. The Republican nominee will have to play catch up, he said.

Obama's ground game "is already in place," Walters said. "It's just a matter of growing it."

Iowa Democratic Chairwoman Chair Sue Dvorsky underscored the methodical nature of the efforts in a conference call with reporters Wednesday.

Since April, she said, "this has been a systematic grassroots effort. The same exact way we did it last time. It isn't very glamorous. It's not a very secret plan. It is voter to voter, one-to-one, then a street, then a precinct, then a county."

Dvorsky said Obama will beam "a live address to Iowa Democrats in every caucus site next Tuesday night.

Alcohol test for NYC police officer questioned

The New York Police Department has launched a probe into why internal affairs investigators were initially kept in the dark about an off-duty police officer who was suspected of drunken driving in a car crash that seriously injured a passenger, a spokesman said Sunday.

More than eight hours passed before Officer Rafael Casiano was given a blood-alcohol test. Court records show that by then, he only had trace amounts of alcohol in his system.

The NYPD's Internal Affairs Bureau "is investigating why there was an inordinate delay in it being notified after an off-duty member of the service was involved in a one-car accident," spokesman Paul Browne said.

Casiano, 44, was driving on a Bronx expressway at about 4:30 a.m. Friday when his car smashed into a center divider. The passenger was another off-duty officer, Keith Paul, who suffered a head wound and had to be hospitalized.

Police who responded to the scene smelled alcohol on Casiano and said he admitted he had been drinking, according to the court documents cited by the Daily News.

But the officer wasn't given a breath test until 1 p.m., the documents say. It showed his blood-alcohol level was between .032 and .029 ? well below the .08 limit.

Despite the delay, internal affairs investigators, "after interviewing EMT and medical staff and obtaining a warrant for the subject's blood, made the determination that he was unfit for duty, arrested him for DWI and suspended him," Browne said.

Casiano was arraigned Friday night on charges of DWI and vehicular assault and freed on $5,000 bail. The name of his lawyer was not immediately available.

The mother of the hospitalized officer told the Daily News that he and Casiano are close friends who had been at a Christmas party for their Manhattan precinct before the accident. She said her son doesn't remember what happened.

"This is my Christmas miracle," she said. "I'm so glad he is going to be OK."

Sony Exits LCD Joint Venture With Samsung

6_sony_logo_wS-LCD Co., the joint venture for making LCDs for TVs between Sony and Samsung, will soon be history. The Japanese company today announced it will exit the 50-50 venture by selling its share to the Korean rival for US$940 million, after seven years of collaboration. After inking a final agreement, Samsung is ready to absorb the South Korea-based joint venture into its existing LCD business and turn it into a 100% subsidiary. Samsung's LCD business will then be the second-largest in the world by revenue, trailing only LG Display.

Clarke to Santa: I have been good, let us beat India!

Australia skipper Michael Clarke has reportedly asked a win against India as a Christmas gift from Santa.

In a report published in the Herald Sun, Clarke was appreciated for being 'selfless' this festive season and pray for collective glory rather than for personal ambitions. "All I want for Christmas is to beat India in this first Test match," he was overheard as jokingly telling a Santa Claus in his team hotel.

The 30-year-old batsman is believed to have sat on Santa's lap as he posed for fans in the hotel. "Yes, I've been a good boy," he said and added laughingly that he was not sure about David Warner, the other cricketer who was also present here with him.

Experts and fans may have mostly put money against his side and the year? may have passed with more lows than highs. Clarke however has managed to battle past a back ailment and his Christmas wish does not come as an entire surprise.

Fuel pipeline explodes in Colombia, killing 11

(AP) ? A fuel pipeline exploded in Colombia on Friday, killing at least 11 people, injuring dozens and destroying homes.

The explosion occurred in the central province of Risaralda, located about 170 kilometers (100 miles) southwest of the capital of Bogota, said local emergency management official Carlos Mario Garcia.

At least 11 people were killed and about 45 others were injured in the explosion before dawn, said Garcia, who was at the site of the blast.

A fire that broke out after the explosion had been brought under control, Garcia said.

The pipeline, which carries gasoline and diesel, is operated by national oil company Ecopetrol.

Officials suspect that thieves had been trying to remove fuel through one of the valves in the pipeline, Mines and Energy Minister Mauricio Cardenas said.

Cardenas later told reporters at the blast site that officials were investigating to pinpoint the cause.

Garcia said by telephone that people had been evacuated from nearby homes. He said at least 30 homes were damaged or destroyed.

Images on Colombian television showed some of the houses destroyed by the blast and other homes with charred walls. The waters of a nearby stream were flaming with some of the spilled fuel.

Police officer Juan Pablo Munoz, who works elsewhere in the country but was visiting family for Christmas, said he was jolted out of bed by the explosion.

"I smelled a strong odor of gasoline," the 21-year-old said by phone. "I went out into the street. I walked at least 10 steps and I saw that everything around me was destroyed."

U.S. rolls out tough rules on coal plant pollution (Reuters)

WASHINGTON (Reuters) ? The Obama administration on Wednesday unveiled the first-ever standards to slash mercury emissions from coal-fired plants, a move aimed at protecting public health that critics say will kill jobs as plants shut down.

Facing fierce opposition from industry groups and lawmakers from coal-intensive states, the Environmental Protection Agency said the benefits of the Mercury and Air Toxics Standards, or MATS, will greatly outweigh the costs.

EPA Administrator Lisa Jackson revealed the rules, which have been about 20 years in the making, at a Washington, D.C. children's hospital. Mercury can harm the nervous systems of developing fetuses and infants and can enter the food stream through contaminated fish.

"By cutting emissions that are linked to developmental disorders and respiratory illnesses like asthma, these standards represent a major victory for clean air and public health," said Jackson, whose agency hopes to start enforcing the rules over the next several years.

While the rule mostly adhered to the tough proposal on mercury, arsenic, chromium and other pollutants made earlier in the year, there were some differences.

The rules will cost utilities about $9.6 billion annually, down more than $1 billion from the EPA's earlier estimate due to "flexibilities" that were added to the final regulation, the agency said.

The EPA also said it will push permitting authorities in the states and cities to make "broadly available" a fourth year for polluters to invest in technology needed to cut the emissions.

One of a raft of clean air standards the agency is launching, the mercury standards have divided the power industry.

Companies including Exelon and NextEra that generate most of their power with "clean" fuel sources such as nuclear, natural gas and renewables have supported the mercury standards, while those that get most of their power from coal, including American Electric Power and Southern have vigorously fought them.

The standards pleased environmentalists and public health advocates, an important part of President Barack Obama's voter base, who slammed his decision in September to delay a landmark rule on smog emissions.

DRIVING PLANT CLOSINGS

While the EPA stressed the flexibility of the final rules, power industry lobbyists said the agency still did not allow enough time for compliance.

Scott Segal, a lobbyist at Bracewell & Giuliani, said the rules will result in the loss of more than 1.4 million jobs by 2020 as utilities are forced to shut old coal-fired power plants. He estimated that for every temporary job created in technologies to clean up power plants four higher paying jobs, often union ones, will be lost.

"The bottom line: this rule is the most expensive air rule that EPA has ever proposed in terms of direct costs," Segal said. "It is certainly the most extensive intervention into the power market and job market that EPA has ever attempted to implement."

Rob Patrylak, a managing director of Black & Veatch, a consulting, engineering and construction company, said of all the EPA clean air rules, the MATS rule will force the largest number of coal-plant retirements. Unlike other recent clean air standards, such the Cross State Air Pollution Rule that seeks to cut emissions that move downwind from power plants, the MATS rule does not allow utilities to trade pollution credits to comply.

"MATS is really what's driving the decision," for companies to shut some of their coal plants, he said.

Energy analysts have said the EPA's mercury rule, along with the cross state, cooling water and coal ash rules could shut up to 70,000 megawatts of coal-fired generation.

The EPA estimated that MATS will save $90 billion in healthcare costs by 2016 as technology to cut mercury emissions also reduces emissions of fine particulates, which can damage hearts and lungs. When combined with other EPA rules, thousands of lives will also be saved, it said.

Environmentalists praised the administration for pushing through tough rules. "EPA will take a significant step toward cleaner air, and we hope to see more progress to protect public health from air pollutants, including greenhouse gases, in the New Year," said Kevin Kennedy, US climate director at the World Resources Institute, said in an email.

Republican lawmakers quickly pounced on the new mercury rules, vowing to stop the regulations.

James Inhofe, the senior Republican senator on the Environment Committee, said he would try to overturn the rule using a "joint resolution of disapproval," a tool that faces an uphill battle in the Democratic-controlled Senate. Inhofe called the rule "a thinly veiled electricity tax" that will hurt jobs.

Jackson, who spoke during her announcement about her two sons' struggles with asthma, said she was not surprised that lawmakers were threatening to derail the regulations, but ultimately these rules were long overdue.

"These standards are 22 years in making. They are what the American people deserve after waiting so long," Jackson said. "My belief is that if we started hiring engineers instead of lobbyists and...scientists instead of lawyers, we would be able to do our job for the American people."

Droid Bionic gets a mysterious OS update

Motorola Droid Bionic update

We love updates. That is, we love updates when we know what they are and what they do. Such is not the case with the Motorola Droid Bionic, which is in the midst of getting an update to system version 5.9.901. Verizon's yet to post a changelog, and the OS version is still Androidr 2.3.4. Though AC reader Jim does note that there appears to be a new "Emergency Alerts" app, which might or might not be a part of that emergency alert system Verizon accidentally cookied off early a few weeks ago.
